EA McKinnon Groves Community Development District

The Esplanade at McKinnon Groves Community Development District is a local, special-purpose government entity authorized by Chapter 190 of the Florida Statutes as amended and established on August 8, 2024 by the Board of County Commissioners of Lake County, Florida, Ordinance No. 2024-23 as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities. Ordinance 2025-09 amended Ordinance 2024-23 which adjusted the boundaries of the District and changed the name of the District to EA McKinnon Groves, effective March 5, 2025.

The EA McKinnon Groves CDD is located entirely within Lake County and covers approximately 323.60 acres of land. The site is generally located south of Hartwood Marsh Road, west of Spyglass Hill Road, north of W. Phil C. Peters Road and east of Fox Meadow Trail.

The services provided by the District are described in Chapter 190, Florida Statutes.

Ordinance

The Esplanade at McKinnon Groves Community Development District is a local, special-purpose government entity authorized by Chapter 190 of the Florida Statutes as amended and established on August 8, 2024 by the Board of County Commissioners of Lake County, Florida, Ordinance No. 2024-23 as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities. The District is duly and legally authorized to exist and exercise all of its powers as set forth in Sections 190.011 and 190.012(1), (3) & (4), Florida Statutes, and as otherwise provided by law. Furthermore, pursuant to Section 190.005(2)(d) and Subsection 190.012(2), Florida Statutes, as amended, the Board of County Commissioners hereby consents to the exercise by the District board of supervisors of the following special powers listed in Sections 190.012(2)(a) & (d), Florida Statutes. Specifically, the District shall have the power to plan, establish, acquire, construct or reconstruct, enlarge or extend, equip, operate, and maintain additional systems and facilities for: (1) Parks and facilities for indoor and outdoor recreational, cultural, and educational uses; and, (2) Security, including, but not limited to, guardhouses, fences and gates, electronic intrusion systems, and patrol cars, when authorized by the County Sheriff's Department or other proper governmental agencies; except that the District may not exercise any police power, but may contract with appropriate local general-purpose government agencies for an increased level of such services within the District boundaries.
